Not a tutu
It fit just right. So if you are buyinv it make surr to get a bigger size. I Was expecting the tutu to be a little fluffier, it was also a little to short for My daughter. We had to put pants on her. She didn't like it at first but then she didn't want to take it off.

This is a very cute costume for any little girl who wants to be tinman!! Pros: metallic, girly with the tutu and headband, and really easy to add to (for instance pants because it's cold in Colorado)! Cons: The tutu is not poofy like it is in the picture, it pretty much lays flat. The bow on the collar as well as the head band piece came unstitched or unglued after the first wear. Easily fixable with super glue and stitching though!!! Overall I would recommend but don't base what you get off the picture because you will have to work a little to get it to look just like that!!

Cute but low quality!
Bought this for my 1.5 year old and it fits good. Although it's cheaply made its still cute. I added a few alterations to make it look spectacular including heart glitter buttons and I made a red and silver tutu to go underneath. It's very thin material so I recommend that you get a silver turtleneck or long sleeve to go underneath as I did. The head band was garbage! Came in three pieces and was completely unwearable so I went to micheals and purchased a few items to make my own headband which looks awesome by the way. Now the costume is a 5 star ???? Oh and for size purposes it also fits my 4 year old.

I read a lot of the reviews which had similar opinions of the cheap material and quality. Great price and definitely a cheaper quality material but worked well for a costume. You can definitely embellish it and add your own hat which will stay on better. The headband provided didn't stay on well at all. The tutu provided doesn't poof out like the photo but was still cute.

Adorable
So adorable. I loved it. She looked Very cute. The headband was a little bent but I was able to fix it. She still looked adorable even without the headband. She is 2 years old, 24lbs.

Very cute tin man
The tin man costume is really cute, but the tutu does not fluff out, as it appears in the picture. The tutu material isn't stiff enough to maintain shape. My three year old daughter is on the small side of normal and the toddler size fit her well at 37 inches tall and 27lbs.

Cute, but
Tutu was definitely not a full and cute as pictured, but still did the job. Quality was what I expected for so cheap, but it made for a very cute Wizard of Oz theme.
