Skirt flares out too wide

Didn't like the fit of this dress at all. The top part is fitted and is true to size but the skirt part of the dress is super wide and doesn't lay flat. I think that's why all the photos show the models playing with the skirt -- to hide that it sticks out unflatteringly. I don't think going down a size would help since there is a bodice underneath that also fit true to size. Too bad because it's otherwise a cute dress and the material is very nice quality. Just doesn't drape well.
