New packaging is not solving their problem with dry towelettes!

Okay. Have ordered these in bulk many times. There is generally no real reason to write a review about sanitizing wipes, I mean, how much can really be wrong or overtly right about them? They should be what they are. But these have become so annoying to use and for no good reason but for manufacturer's laziness and stupidity, that I finally needed to voice my frustration! These wipes always, to this day, come delivered with about 1/5 - 1/4 of the towelettes completely dry or nearly dry upon opening no matter what packaging they are wrapped. Now, they've changed the packaging recently. Before, it was paper outer wrapper with a foil and plastic coating inside. Both foil and plastic coating sealed into the paper wrapper itself, and the paper towelette in varying degrees of wetness. They were fairly easy to tear open which is why, I guess, the manufacturer thought they were being received dried, or drying, out. Not the case! NOW, the new packaging - still with an outer paper wrapper but with a new graphic design, much harder to tear open due to the new plastic veil on the inside wrapper; still has a thin foil coating on the inside, but the thin fibrous, web-like plastic is nearly torturous making the package hard to tear and constantly getting wrapped up into the towelette making it very frustrating to pull the towelette out of the wrapper itself. Again, still opening approximately 1/5 to 1/4 of the packages with completely dry or nearly dry towelettes! Which would lead any reasonable person to acknowledge, it is not a packaging problem but a production line problem. 1/5 to 1/4 of the towelettes are not getting properly saturated on the production line before being inserted into the packages! On the grand scheme of things in life, this is truly minor, and I'll admit rather petty to write such a review. But, years of buying a product that shorts so much the purchase with a product that is useless to what it was meant to do, and apparently a very short-sighted and failed engineering attempt to remedy this known problem with the product, making it more difficult to open and use, has led to absolute frustration and therefore this review.
