Nice joggers but too long for me

I ordered the medium short size and they fit well, but were not as short as I would like so I returned them. I am 5'6" and 150 lbs with a slim athletic frame that is wider than most guys my height. I have short legs and it's really hard to find anything that fits me. Most of the time I can wear pants that have a 28" inseam off the rack, like Gap Factory jeans and chinos. These were baggy in the ankles, not like joggers are supposed to fit. I know this because I was able to locate some joggers from another merchant in medium short that fit perfectly. It is rare however. I think they would have to be 27" inseam or shorter to fit me, but it depends on how they measure it.
